That is a good question, why the top of the closest lot to the field is not full. What's happening is ODU only gives out just enough passes as parking spots with the season tixs. But the big donors who get this lot, also get another pass for the tailgate lot across the street and they aren't parking were you can't tailgate. Some are giving tickets away but not the parking passes. ODU needs to better figure out the parking. With all the season tixs, they couldn't take special request for parking. Its one of the things to work on for next year. I have two groups from the parking garage tailgating with me in the cheap lot (Light Blue).
There are two entrances (one being student) on that side to get in, and a lot of people use them. Concessions are also set up in that area (they're barely visible but it's all that white under the trees to the right edge of that parking lot. The white things at the top of that are the porta-potties...so safety is probably my guess. If you look all the way to the left of the picture, you also notice another empty parking lot on that side too. More concessions and porta-potties are set up there. Just consider those lots parts of the stadium, 'cause you can't get in there without a ticket either. Anyways, it gives us a nice area to talk and hang out 30 minutes before the game, as well as half-time.
Also, I'm not sure about the lot on the left, but the one on the right is open during school days.
So how about a re-vote to include Foreman Field in the judging?

Those spots are actually inside of a gated area. During halftime that is where the 20K people linger waiting in line to visit the many concession stands that are on the perimeter of the gate, waiting in line to use the porta potties, and just hanging out to discuss the game and meet with friends. Imagine all the people in the stand and where would they go during halftime if there were cars parked in those spots? Although those spots are not used there is plenty of parking on campus.

We have refurbished restrooms under the stands that are fine. The school did not want to take any chances and added portable units to ensure there was no long wait. They will evaluate the further need of them after the season. It's a "fan first" way of thinking.
