After we got lobbied out of the postseason my senior year, I remember the Del State coach writing a letter to our head coach congradulating us on our season and that he understood how we feel not getting into the playoffs when you felt deserved. 1987: 9-1 (a win over 4-7 Akron that was moving up from I-AA was their marquis win)
1991: 9-2 (includes a loss to 4-7 Liberty who ALSO beat YSU that year)

I guess it depends on your standard for elite. EWU is one of 7 teams who have made the playoffs 5 times in the last 8 years, plus the NC. That said, since everyone knows I'm a huge Liberty fan (due to my attendance in the Distance Learning Program), I'll take up for Weber and Portland State. One of my UOP teammates played QB and WR at Weber, and another is the current HC at PSU.
As far as schools at which I DON'T have a connection, I'd love to see a return to glory for Youngstown....

Interesting that you picked your rival. I've always been more of a 'destroy your rival' guy and less of a 'keep them relevant' guy. I like seeing the rival teams' fans being depressed.

I would consider ASU, Montana, Delaware, and UNI the 4 elites.
YSU and GSU provisional based on historical success.
McNeese, EWU, NDSU, JMU, Richmond, New Hampshire, W&M, and Nova as close but something still to prove.
Up and comers with potential: Montana State, SHSU, SIU, Furman
