Because they are still independents. They are not playing a SLC schedule, they are not eligible for the SLC title. Their game against SHSU is counted as OOC for SHSU. That is the definition of an independent if I've ever heard one. I believe all 3 move ups (ACU, UIW, HBU) will be full SLC members next year.
