Yes...99% of them are on the tail end of a normal training mission...they don't just go up to do the fly-overs...
Each one has to be approved all the way up to the top of the Defense Department...they can only be for special occasions such as opening day...
Other fly-overs are done by private groups that fly vintage military aircraft...

How do I request a B-1 fly-over or a static display?
Persons or organizations wishing to request a B-1 fly-over or static display for their events must visit the USAF Aerial Events website and click on the "New Requests" tab.
After following all directions, filling out the aerial support request form and submitting to Secretary of Air Force Public Affairs, requestors should call the 28th Bomb Wing Public Affairs office at (605) 385-5056 to request a B-1 from Ellsworth Air Force Base.
Requestors should know Ellsworth can not provide aerial support for an event until it has been approved by SAF/PA. Also, once an event is approved by SAF/PA, that does not mean Ellsworth has committed to supporting the event. Due to high operations tempo and the number of aerial support requests the 28th BW receives, the base does not have the aircraft or manpower to support all requests.
Once SAF/PA has approved an event and after Ellsworth has been notified, a member of the public affairs staff will contact the requestor to notify him/her if Ellsworth can support his/her event.
Finally, all events Ellsworth agrees to support with a B-1 presence are tentative pending real-world requirements.

Not at all. The C-130 went right over Delaware Stadium last year. Air Force planes have been going directly over 150,000+ people at the Dover NASCAR races I've been attending for years. The Youtube link to the Navy flyover shows it clearly went directly over the field, below the top of the pressbox even.
Re Navy, their flyovers are extra cool, because the pilots land nearby and are then introduced at halftime. You get to see the guy(s) that made you deaf an hour and a half earlier.
Another thing about the Navy flyovers is that most of the pilots are alumni of USNA, and the guys that approve the flights are quite likely USNA grads, so they can get away with a lot more than the typical flyover. Another thing I've noticed over the years, having controlled close air support with both USAF and Naval (to include predominantly marine) pilots is that the Naval guys are willing to go cowboy and push the rules a bit more. I'll have to dig out some of my old 35mm pics of low-level "recon" flybys that I ordered over my position at the end of exercises. The marine pilots would often request the height of our highest obstacle (typically our HF antenna ~30 ft) so they could scrub the deck as low as possible.

A FAA rule exists but I don't remember the particulars. You can't fly lower than X feet over a crowd unless it is for takeoff or landing. Waivers are granted for flyovers.
Last one we had was in 2007 for homecoming vs. Villanova. 2 F-18s.

Two years ago when Towson played Navy, two F-14 flew THROUGH the stadium. It was incredible.
Towson usually has a team of Army parachuters deliver the ball, but occaionally has A-10 warthogs fly over. Their is a base over in east baltimore County.

We don't have flyovers but we do have a group of 4 or 5 skydivers (nicknamed The ParaPokes),who jump into Cowboy Stadium before each game, weather permitting. I heard a rumor this year that they will have matching jumpsuits. A couple of pictures from last year that I took below. The second jumper was actually the Head Cheerleader last year.
I don't recall ASU getting any military flyovers, although one can sometimes miss a jet after some robust tailgating. The closest bases I can thing of would be Seymour Johnson or Pope AFB on the other end of the state - I don't know if they station anything at Camp Lejeune, but it's also several hundred miles away.

I did see that! There was one game that had 3 parachuters come down and it was really windy. The last one dropped straight down 40 feet and pulled up to split the uprights. I seriously though he was going to crash face first into the hill at the closed end of our stadium.

Btw, anyone who used to attend many games at the Vet can vouch for the Navy Leap Frogs. They were frequent opening day guests for the Phils and they were some ballsy mofos.

Looks like McNeese will get three La. National Guard F-15's doing a flyover for the first game. According to the story, it took two years to get all of the approvals.

I remember one time North Carolina was supposed to have the game ball delivered and the skydivers accidentally landed at Duke. The Duke game started an hour later than Chapel Hill so the skydivers came in during warm-ups.

9/18 will be Military Appreciation Day @ Meade. We'll most likely have a flyover by a helo from the RI Army National Guard.
We may even have an M-198 Howitzer on display from my old Field Artillery unit. They won't be popping it off though.

Yeah, the Skydivers were supposed to deliver the game ball for the North Carolina-McNeese game last season but never showed up. Everybody though it was because the weather was bad (the game was stopped for over an hour in the first half due to a thunderstorm with lightning) but we didn't find out what happened until the next day.
