I think UNI is the one winning.
UNI's basketball team has been to the NCAA Tournament 5 times in the last 8 years, won the MVC (a much tougher conference than the Summit) 2 straight years (regular season and post season titles both years), has been to the S16, finished the 2009-2010 season ranked #13 in the nation.
I'll compare the two teams RPI's since NDSU joined D1 starting with this past season:

UNI wrestling team is in the same conference as NDSU and always has better finishes in conference and conference duals.
UNI's volleyball team got the #5 seed in the NCAA tournament last year and was selected to host. UNI hasn't lost a conference match in over 2 years (including conference tournaments). In 2010, UNI advanced to the NCAA Tournament for the fifth straight season and the 11th time in 13 years. The Panthers posted 20 wins for the 13th straight season and topped the 30-win plateau for the second straight season. The UNI has been to the NCAA Volleyball S16 three or four times as well.
UNI's track and field team on the men's side has won the MVC conference meet 10 of the last 15 years or so. Finished in the top 10 nationally in 20
