The exact line in the movie is: "I get knocked down, and I get up again..in North Dakota, the worst place on Earth" He does NOT say I get up again at the U of North Dakota, the worst place on Earth. Clearly he is talking about the state not the college...unlike in the movie Fargo where Fargo is made fun of not the state.
