New Transfer Rules

The NCAA just announced new transfer windows that affect each season.
Fall Sports
A 45-day window opens the day after the bogus CFP field is announced. There is also a shorter window 01-15 MAY, to coincide with spring ball. "Reasonable accommodations" will allegedly be made for players participating in the CFP or FCS Championship Games. Athletes who want to transfer must notify their current schools in writing during these windows, though transfer commitments don't necessarily have to happen then.
Winter Sports
A 60-day window starting the day after championship selections are made.
Spring Sports
Two windows: 01-15 DEC and a 45-day window starting the day after championship selections are made.
Exceptions to be made for players affected by HC changes or the reduction, cancellation, or non-renewal of financial aid awards. Transfer students are supposed to be guaranteed schollies through graduation. (The article doesn't say if walk-on transfers are supposed to automatically get schollies.)
A controversial proposal to allow multiple transfers with immediate eligibility at each stop as long as they met "progress-toward-degree requirements" at the new school was shelved.
