One of the key rating calculators of a QB is Interceptions to Touchdown ratio
This is important because taking care of the ball is actually THE primary job of the QB since he handles it on every snap
Interceptions is a critical measurable

The second most important thing is the ability to move the ball on offense into scoring position
so TD passes is an okay way of measuring that - it's not as valuable a stat as it gets credit for
but it does loosely indicate "being in scoring positon"

that said
Babe Parilli threw more interceptions than touchdowns in his short career
and is commonly regarded as an absolute disaster as a quarterback with a 47% completion percentage
his quarterback rating is 64.8 (for reference Scott Zolak was 65.3)
