The only place that thing exists is on Twitter - a hundred twenty five million?. OTOH, the WSJ is reporting Qatar may have paid off the Argentina Football Association's $78 m debt, which the Argies flatly are denying. The NY Post and Daily Mail say two ExCo members were bought for just $1.5 m each - and not the two kicked off a couple months ago for extortion.
