It's a hitman in Russia who tried to assassinate his target but failed miserably. The gun jammed while inside the bag. And then the targeted Russian wanted to have some words with his assailant.

It's been proposed and the PGA Tour relatively recently announced they were against the ban but final decisions have not been made yet.
4 out of the last 5 majors winners have won with putters they have anchored. Majors are the most pressure packed of events and where the putting could be off easiest. Lots of tournaments are won by putting and this definitely has helped.
Well they are officially banned citing golf using a free swing and not anchoring
