What don't you understand? And Mexico never lost to Jamaica. They lost to Honduras and beat Panama at home (others were ties at home). CONCACAF has 3.5 spots (.5 is the 4th place team plays in a playoff with winner of Oceania - New Zealand)
Mexico finished 4th in the region so they get the playoff game. You realize that they beat Panama on Friday, right?

Note that Mexico was 6-0-0 in the previous round to advance to the final round of CONCACAF qualifying so there were more than 6 teams in CONCACAF trying to qualify - there were 35 to start out.
