The angle on that video doesn't show it but from the sideline it looked like Jones pulled up so that most of the momentum on that hit came from Allen. The NFL still has this rule half-assed. There should be a penalty if you make helmet to helmet contact (even if your head is up) if your arms are in front of you and not attempting to wrap your arms. The object is to bring the guy to the ground. This has been a huge pet peeve of mine for a couple of decades now. The arms are the key. With Cam out the past 2 games, the Panthers have gone 2-0 with Kyle Allen. Even with 3 fumbles against the Texans, Kyle threw for 230+ yds to win.
Cam just doesn’t have the heart in it. His MVP year was his last, good year.
