Why does the NCAA forbid the usage of the digits 6, 7, 8 and 9 on NCAA basketball jerseys?

I didn't know it was a rule in the NCAA, but I know that it is a rule in most HS leagues, and it is because the referees cannot signal those numbers on one hand to the scorers table when calling a foul.
