Most players from Ty Cobb's era were racist, as was commissioner Landis for failing to integrate baseball. Cap Anson was the biggest racist as he was partially responsible to keeping African American players out of baseball. That is a different topic though. Steriod users cheated. What happens in Vegas when you get caught cheating the house. Depends on your definition of "gone." The Commish got pissed that he didn't get his way in court during the Black Sox Scandal, so he banished guys who were acquitted of throwing the Series. But a later Commish reinstated two guys banned for life for having casino jobs. A still later Commish not only banished a guy for seeing a bookie, he got an ex post facto rule passed keeping him out of the HOF, despite the fact that he never would have made it for managing (what he was doing when he got caught) anyway. The insidious thing about dealing with steroids, though, is that because testing technology changes and what is seen as a PED changes over time, a guy can be using stuff that's legal at the time he starts using it, but if it's banned and/or test can detect it later, he's branded a cheat despite the fact that it was previously illegal. It's better to just not do anything other than food, weights, and conditioning so as to not even open the door to claims you cheated....
In 1990, Congress cracked down on anabolic steroids with the Anabolic Steroids Control Act, which effectively made them an illegal drug. The next year in 1991, MLB Commissioner Fay Vincent made it clear in a memo that this was very much relevant to baseball.

The possession, sale or use of any illegal drug or controlled substance by Major League players and personnel is strictly prohibited. Major League players or personnel involved in the possession, sale or use of any illegal drug or controlled substance are subject to discipline by the Commissioner and risk permanent expulsion from the gameā¦
This prohibition applies to all illegal drugs and controlled substances, including steroids or prescription drugs for which the individual in possession of the drug does not have a prescription.
