In high school, very few states run the steeple but yes that would be very tough and extremely dangerous.
Hurdles and high jump would be tough. I put pole vault as tougher and more dangerous than the high jump because you have the extra issue of putting the pole in the pit and you are going higher.
Hurdles would also be tough but I'd think pole vault would be more dangerous. In running events, I have seen a non-blind person running next to a blind person before as a guide. Never seen a hurdle event with a blind person but this could make it more doable as they are being coached down the track and told when to jump. Still not easy and makes it much slower but doable. I wouldn't extend it to steeplechase because I have seen some of the worst spills on the water jump that are hilarious. If a blind person tried, it could get really dangerous especially if others were around trying to go over at the same time.
