CFL Proposed Rule Changes

Some of these will bring the CFL in line with the NFL (like a new rule prohibiting the interior lineman from releasing before a punt). There's some innovation here, though, in that last year's rule change inaugurating video review of defensive PI is to be expanded to include review of offensive PI. Following along the NFL's experimental PAT from the 15 is a proposal to try PATs from the 32. The committee also wants to increase the percentage of successful 2-pt conversions by moving them from the 5 to the 3. Plus, there's a proposal to resurrect the XFL's experimental 3-pt conversion from the ten. There's bound to be controversy over a proposed offensive signal to the umpire to shift to a higher tempo, followed by an immediate play-on whistle, preventing defensive substitution. Also some tweaks to their no-yards rule on punts, which is similar to the NCAA's old halo rule.
