It looks like the Borough Boys will have to wait for an MLS team in Queens.
According to Michael Lewis at the NY Daily News:
New York City soccer fans will have to wait longer than expected for an MLS expansion team in the city.
MLS commissioner Don Garber said on Thursday night that plans for a team has been placed on hold.
The Wilpon family, who owns the Mets, have had recent financial headaches recently because of the Madoff scandal and is not on top of the league's expansion list at the present time. The Wilpons reportedly lost $700 million in the Ponzi scheme.
"I wouldn't say a second team in New York would have the same priority today as perhaps a couple of years ago," Garber said before the Red Bulls lost to the Los Angeles Galaxy and David Beckham, 3-1, at Giants Stadium.
So it looks like an expansion team in Queens will be coming later rather than sooner. Garber has been pushing for a second area team for several years.
"We remain very committed at some point in the future to have a second team in New York, to have a great facility for that team and hopefully, have it in New York City," he said. "We took a step back. We are no longer in frank discussions with the Wilpon family. I believe that we'll get back on track at some point. It's just not something that's happening at this time."

This just leaves Montreal and St. Louis as good options. Although St. Louis has money issues too.

I think it would be better to expand to other cities first before placing a second team in NYC
