Car could've moved and just parked in the same exact manner - time stamped pictures wouldn't hold up. I say either let them park for free for an unlimited time or have them get a time stamped ticket (doesn't have to be a pay-to-park like a meter, it could be free) that needs to be visible on the dash. Most places have done away with meters and went with the printed ticket on the dash. Not around here. Still meters in most places. However, you can pay by phone and it's great now because you stop the clock when you leave and don't have to pay for time not used. No need to run to buy more time. Man, you guys brought back memories of UD's parking fine office, which if memory serves me correctly was near Amstel Ave. I freaking lived in that place. When I joined the USMC, they wanted me to get a printout of my parking violations from UD and it was multiple pages, single spaced entries. I'm guessing I paid a couple of grand in parking tickets. Seemed like it was about $20 every time I went and I was there almost every week.
