Nobody has said paper masks stop the virus. Paper masks do provide some protection and those same doctors who provide estimate warnings for paper masks also say wearing them does reduce transmission.

Pretty sure condom packaging says it does not "prevent" the spread of STD or pregnancy. But I haven't bought one of those in 27 years, so...
