The BP has been VRing (voluntary return) for decades, so that is nothing new. 1/3rd as repeat offenders isn't high at all- I would expect it to be higher. As far as the high 2019 #s, that's when you had all those carvans,and well publicized surge in border crossers. 2020 I imagine has to do with the China Virus.
