The WA state DMV in Spokane Valley is quite efficient. So is paying property taxes and looking up parcels in Spokane and Kitsap Counties.
Imagine though, how many accountants, book keepers and tax attorneys would be out of jobs with a simplified system.
Those anti tax ideologues in eastern Washington must be kicking butt but you are correct, a flat tax is the way to go.

Speaking of government efficiency and service - the city was supposed to inspect the electrical work in my floating home yesterday but:
The inspector could not give a time range, only that it would be sometime that day. The electrician asked the inspector to give him a call when he was headed that direction but the inspector didn't bother to do so. Because of this, no one was there to let him in.
Anticipating this possibility, the inspector was given the code to the front door to gain entrance but couldn't figure it out and get in.
Rather then calling the electrician who scheduled the inspection, the inspector called the electrician's boss who was out of town and unavailable, so no one was able to help the inspector figure out the coded door.
Is their expectation that contractors/homeowners will be onsite and available for the entire day so they can show up when it's convenient for them? Too many government employees seem to use the reality that they have a captive market as an excuse not to provide good customer service.
