That was never the plan. When Ukraine ruled that the Russian language could not be taught and E Ukraine (Donbass) decided to ask for autonomy, Putin would not recognize them back in 2014.

It was only after Kiev ordered the increased bombing and plans for an invasion of the Donbass (Dec 16, 2021), did Putin recognize them as autonomous eight days later.

Up until that point, Kiev and the US were paying paramilitary to kills the citizens of the Donbass. Russia never intervened.

There's a reason a majority in France and Germany blame the war on the US.

The big question is what happens to NATO.
