I agree that it's probably unlikely that they'll go after other folks like they did with Trump - let's face it, they had never gone after someone like this before anyway. With that said, Trump probably is a criminal for many other things, but in this case, everyone entered into these agreements with eyes open. The bankers didn't lose any money, hence why they weren't suing. This was a crime without an injured party.

It doesn't matter if the unfilled document was printed by someone with the agency/organization responsible for printing it. It matters whether the information on the completed document was valid.
