It's an Assembly bill proposed by Assemblyman Tom Ammiano...still has to weave it's way through committees before it even gets to a floor vote. It'll never happen. Ammiano represents the 13th District, which is Dtown SF including the Market/Castro District...basically all the extremists. His predecessor, now State Senator Mark Leno basically introduced similar bills a couple of times, and they never made it through committee.
