Anarchy in Baltimore. Had 30 shot and 9 killed over Memorial Day weekend..

"BALTIMORE (AP) — A 31-year-old woman and a young boy were shot in the head Thursday, becoming Baltimore’s 37th and 38th homicide victims so far this month, the city’s deadliest in 15 years....

.....Thursday’s deaths continue a grisly and dramatic uptick in murders across Baltimore that has so far claimed the lives of 38 people. Meanwhile, arrests have plunged: Police are booking fewer than half the number of people they pulled off the streets last year.....

......Police Commissioner Anthony Batts said his officers “are not holding back,” despite encountering dangerous hostility in the Western District.
“Our officers tell me that when officers pull up, they have 30 to 50 people surrounding them at any time,” Batts said.
Batts provided more details at a City Council meeting Wednesday night, saying officers now fear getting arrested for making mistakes.

“What is happening, there is a lot of levels of confusion in the police organization. There are people who have pain, there are people who are hurt, there are people who are frustrated, there are people who are angry,”

Batts said. “There are people, and they’ve said this to me, `If I get out of my car and make a stop for a reasonable suspicion that leads to probable cause but I make a mistake on it, will I be arrested?’ They pull up to a scene and another officer has done something that they don’t know, it may be illegal, will they be arrested for it? Those are things they are asking.”

The Baltimore Fraternal Order of Police Lodge 3 on Thursday posted a statement from President Gene Ryan on social media saying that the police are “under siege.”

“The criminals are taking advantage of the situation in Baltimore since the unrest,” Ryan wrote. “(Police) are more afraid of going to jail for doing their jobs properly than they are of getting shot on duty.”

First and foremost, the reporter was a total douche bag and the same one that was stirring shit up prior to, during and after the rioting. That said, you can tell this town is dark, dark navy blue. She had no idea what to do when getting negative questions like that. She was literally like a deer caught in the headlights.

Yesterday morning, a black SUV traveling on I-295 N almost in front of our building was riddled with bullets, killing the driver and severely wounding the passenger during morning rush hour. Apparently nobody saw anything, during rush hour, huh? We saw the shot up Trail Blazer, sheets, police tape and reporters when we drove by going to lunch at National Harbor:

The consequences of the ‘Ferguson effect’ are already appearing. The main victims of growing violence will be the inner-city poor.

The nation’s two-decades-long crime decline may be over. Gun violence in particular is spiraling upward in cities across America. In Baltimore, the most pressing question every morning is how many people were shot the previous night. Gun violence is up more than 60% compared with this time last year, according to Baltimore police, with 32 shootings over Memorial Day weekend. May has been the most violent month the city has seen in 15 years.

In Milwaukee, homicides were up 180% by May 17 over the same period the previous year. Through April, shootings in St. Louis were up 39%, robberies 43%, and homicides 25%. “Crime is the worst I’ve ever seen it,” said St. Louis Alderman Joe Vacarro at a May 7 City Hall hearing.

Murders in Atlanta were up 32% as of mid-May. Shootings in Chicago had increased 24% and homicides 17%. Shootings and other violent felonies in Los Angeles had spiked by 25%; in New York, murder was up nearly 13%, and gun violence 7%.

Those citywide statistics from law-enforcement officials mask even more startling neighborhood-level increases. Shooting incidents are up 500% in an East Harlem precinct compared with last year; in a South Central Los Angeles police division, shooting victims are up 100%.....

Since last summer, the airwaves have been dominated by suggestions that the police are the biggest threat facing young black males today. A handful of highly publicized deaths of unarmed black men, often following a resisted arrest—including Eric Garner in Staten Island, N.Y., in July 2014, Michael Brown in Ferguson, Mo., in August 2014 and Freddie Gray in Baltimore last month—have led to riots, violent protests and attacks on the police. Murders of officers jumped 89% in 2014, to 51 from 27.

President Obama and Attorney General Eric Holder, before he stepped down last month, embraced the conceit that law enforcement in black communities is infected by bias. "Teen Sues After Police K9 Mauled His Genitals

MIAMI (CBSMiami) – A federal lawsuit has been filed claiming ‘excessive force’ was used after a police dog attacked a teen’s genitals as he was trying to surrender.

The suit, filed by Javarius Ragin and his mother against the Hialeah police department, claims Ragin’s penis was “literally ripped open” and he was not afforded timely medical care immediately after, according to CBS4 news partner The Miami Herald.

The family’s attorney, Rod Vereen, said doctors stitched up the injury which left extensive scarring.

Ragin, who was 14 at the time, was one of four people inside a stolen car that was pulled over by police on Christmas Day, 2013. Ragin said he was only a passenger.

During the traffic stop, Ragin and the others tried to escape on foot.

Ragin hid in an unlocked shed. He claims officer Earles Gonzalez opened the door and order his K9, Diesel, to attack him even though he had his hands up in the air, according to the Miami Herald.

The suit claims the police officers who arrived on the scene would not call for paramedics. Ragin was eventually taken to Palmetto General Hospital’s Emergency Room.

Vereen said the officers involved in the attack failed to document the use of force against Ragin, spurring a complaint by Ragin to Hialeah’s internal affairs bureau.

Ragin was charged with grand-theft auto, resisting with violence and unoccupied burglary. Those charges were dropped after he completed a program for first-time juvenile offenders.
