I'd follow the NBA if they did one other thing (aside from fixing the awful refs)... if they solved the problem of bad teams tanking... turning the last 2 months of the regular season in to a complete joke. I think there's a way to do it... relegation.
Instead of a d-league... develop a second league in 30 cities without the NBA... the winner of each conference would join the NBA (with the most lottery balls) and the bottom team in the league would relegate back to the '2nd-league'. sure would create interest in the crappy teams, and give them something to play for down the stretch.

Regulation will never work in the US. It is accepted overseas but most people here in the US have never heard of the concept.
