Pass through contracting in order to meet set aside requirements is an example of good intentions not working as intended. The woman and/or minority was supposed to be more likely to hire other women and/or minorities, mentor them and build the pool of qualified minorities working in and owning businesses in a particular field. Unfortunately, it's a lot less work and pretty profitable for the effort to just put up a shingle and then farm the work out to existing contractors.
I would like for a Donk to explain to me why I should have faith that asking the government to do more will be successful when most of the results to date say otherwise.

In most cases, I don't think government necessarily has to do more.
For example, I don't think it's necessary to get rid of private health insurance companies. Health insurance claims are not handled by the state - they're handled by private health insurance companies who are reimbursed by the state. Most people on Medicare wouldn't notice a difference in the claim process from a private plan. They interact with a private company - not CMS.
