$600 million for the acquisition of energy efficient vehicles, including plug-in and alternative energy vehicles.

$600 million will buy a lot of $2.00/gallon gasoline.

6 Billion for for the purpose of modernizing, renovating, and repairing institution of higher education facilities that are primarily used for instruction, research, or student housing.

I wonder what schools will get some of this!

Too bad it can't be used for football stadiums!
