Bolton is an attention whore at the Chuck Schumer level. But he’s politically savvy, or so I thought. If he totally dishes on Trump, he pretty well kisses off any prospect of a future high office (SOS?) in a Republican Administration.

This. Plus the Dems all hate Bolton so are they going to put him on a national stage and give him a bunch of free press where he is the savior of the Republic by bringing Trump down? Or the alternative where he testifies that he didn't see anything wrong and embarrasses them further. I don't think they like either scenario so they won't have him testify.
