Normally, they hide a little cash in the freezer, or try to extort a job (see Blaggo, Rod). Even Bubba Clinton got caught in a two-bit land deal.

This is (was) epic in its audacity. It was a winner ... LOSE or win. Submit a business plan, seed working capital, seek investors, get a gov'mint loan, operate at a loss, declare bankruptcy, stiff the bond holders, screw the gov't, buy the carcass for $00.10/dollar, sell off the assets, and carry a billion-dollar loss forward.
