BO was full of solutions during the couple of years of campaigning, yet he's been so full of venom for the previous administration that he's forgotten that HE will be the target in a few years if he doesn't get decisive and move past the whole "it's Bush's fault" mantra. Nobody will argue that Bush will be grouped with Washington, Jefferson, and Lincoln as far as past presidents go, but at this rate Obama is more likely to fall into the 20-40 percentile of presidents than the upper half.
