Louisville quarterback Matt Simms has decided to transfer, the school announced Wednesday afternoon.
The 6-foot-3, 210-pound Simms, the son of former New York Giants/Morehead State quarterback Phil Simms and younger brother of ex-Texas and NFL quarterback Chris Simms, would likely have entered spring practice as the Cardinals' starter under center.
A redshirt freshman, Simms was the backup to Hunter Cantwell this season after serving a four-game suspension for an undisclosed violation of team rules. He appeared in two games, completing four of 10 passes for 39 yards with an interception.
There was no immediate word on where Simms would transfer, but sources indicated he was leaning toward the junior college route.

Re: Louisville QB Simms to transfer
There is a 4-2-4 rule that allows you to do that without every sitting out.
As opposed to going the route of FBS to FCS and then back to FBS, where you'd have to sit a year when you moved from FCS to FBS.
A good presentation:

An interesting note in that presentation that I did not know:
A kid could transfer once from an FCS scholarship school to an FCS non-scholly school (only PFL and Ivy league school) and not have to sit a year. Interesting.
