Question on Compliance

I've mentioned that I am currently teaching AP classes for Chinese kids who are planning on attending college in the US, but I recently took as a summer job working with some kids who are in college now improve their English while they are on vacation. One is a boy who at 6'5" (says he is a forward/center) will be starting his junior year a Chinese Sports college as a basketball player. Once he graduates he would like to go to the US to study and get a degree in Sports Nutrition. He also wants to play basketball at the college he selects.

I'm wondering if he would be eligible to play after attending and graduating from a college overseas, especially if he spent all 4 years playing basketball? Is something like this covered under NCAA rules or is this a case of since you played 4 years somewhere, you are no longer eligible.
