Yes, they absolutely did. The CIA is not the Stasi, they aren't an organization that's allowed to operate without any sort of oversight. And why is it that director Tenent didn't even have control over this stuff? Since when does the vice-President have more power within the CIA than the director?

As far as I understand it, they did not have any obligation. If no money was spent, then it was just brainstorming. Wouldn't it make sense that the CIA would have meetings in which they asked certain people to come up with plans before they asked for the money and brought it up with Congress?
I would hope that is the way the CIA operates. They don't just throw money at ideas that have not congealed into coherent plans. Even if it was a plan, you don't get the money to perform an operation until you ask. This was in no way at the operational stage.
I don't have an answer to Tenet, but am sure more of this story will come out.
