I can admit some of the other stuff was over the top on purpose, but in this case, I don't see what was wrong with brainstorming on ways to kill Al Qaida. Now, if it is proven that money was used without the consent of Congress, that is another matter.

After all the grandiose promises of bringing Bush and his evil henchmen to justice, the Dems have done absolutely ZERO. Why, because they know they have no leg to stand on.

Lets bet a UM/UD hat on this one. I bet NOTHING happens to Bush or Cheney in regards to this issue, because this is more overinflated fluff by the NY Times used as a diversion.
I don't know how much of this is a diversion, but I agree that nothing will happen to Bush or Cheney. I think you might see a lot of blustering from some people on the left, but I don't think there is enough political will to prosecute Bush or Cheney.

Yes, they absolutely did. The CIA is not the Stasi, they aren't an organization that's allowed to operate without any sort of oversight. And why is it that director Tenent didn't even have control over this stuff? Since when does the vice-President have more power within the CIA than the director? :?:

As far as I understand it, they did not have any obligation. If no money was spent, then it was just brainstorming. Wouldn't it make sense that the CIA would have meetings in which they asked certain people to come up with plans before they asked for the money and brought it up with Congress?

I would hope that is the way the CIA operates. They don't just throw money at ideas that have not congealed into coherent plans. Even if it was a plan, you don't get the money to perform an operation until you ask. This was in no way at the operational stage.

I don't have an answer to Tenet, but am sure more of this story will come out.

As CIA director in 2004, George Tenet terminated a secret program to develop hit teams to kill al-Qaida leaders, but his successors resurrected the plan, according to former intelligence officials.

Tenet ended the program because the agency could not work out its practical details, the officials told The Associated Press. The officials spoke on condition of anonymity to discuss the classified program.

Porter Goss, who replaced Tenet in 2005, restarted the program, the former officials said. By the time Michael Hayden succeeded Goss as CIA chief in 2006 the effort was again flagging because of practical challenges.
