Well given what is going on in China and the coronavirus, safe to say letting a strong centralized government handle these kinds of things isn't going well either.

I actually heard the opposite take on NPR. The take there is that the Chinese government learned its lesson from SARS and is doing a good job of containing the situation.

I highly doubt that. Speculation is that this thing started a few weeks ago and the government really didn't take it serious until it got fairly widespread which of course means it was too late. Also this is a communist government we're talking about that is releasing info. Yeah, no reason to give it too much credibility.
