A huge problem in either case, - hard to believe that somebody working at the plant, an experienced operator who knows what he is playing with, would sit still for having their life placed in jeopardy by a management directive.
Again, a seat of the pants assessment without knowing the facts (or context of their training and experience). Most nuclear professionals zealously defend their industry, as they know the overwhelming, extensive training and safety-related redundancy incorporated in facility design and staff education. As I mentioned before, at Seco, there was a measured, studied attitude of "problem solving" in everything done. Workers couldn't piss without mgmt first having studied the frequency and volume, before preparing an "Acceptable urination schedule" for each and every employee. Work tasks were carefully laid out for EVERYONE, by plant mgmt., and the workers had developed a plethora of "off schedule" activities for those who completed their "assigned tasks" early: The HR term applied to the leftover allottment was entitled "FTD" (Fuck The Dog) time (basically, sitting on your hands and staring at the wall). And no, there was no abuse of drugs or alcohol by staff as all employees were required to provide monthly urine samples.
Outside of the military & DOD contractors, I doubt you'd find any private sector industry more managed and studied than nuclear generation.
