The problem with the salary comparisons of gubmint (at any level) to private sector is that even in like to like job comparisons the output/expectations/efficiency is never apples to apples. Since gubmint employees can't be fired/laid off on a whim (unless it's an "at-will" position), the trade off is typically better benefits, retirement, more personal time (less demanding schedule, more paid leave) and most importantly, guaranteed employment. Considering those factors, I don't see why gubmint salaries shouldn't lag private sector counterparts.
