In previous administrations the director's position was non-partisan, filled by a professional military officer. For example, GW's WHMO Director was Rear Admiral Raymond A. Spicer.
However, President Obama and Chief of Staff Rahm Emmanuel politicized the WMHO Director position by appointing Louis Caldera, a Democrat political hack.
So, at least in part, responsibility for the flyover fiasco belongs squarely on the President and Chief of Staff's shoulders, for politicizing a non-partisan support office, protestations of "outrage" notwithstanding.

My Article II reference is to Obama's failure to show his original birth certificate to document that he is a "natural born citizen" as required by Article II of the Constitution. The unsigned "report of live birth" touted by the Daily KOS as "proof" is an obfuscation. Before you pile on with all the hysteria about conspiracy theories and the fact that we've got better things to do, I probably agree with 95% of your criticism. BUT other politicians routinely provide their birth certificates and it would be trivial for Obama to do so. He should just do it!
Both cited assaults on the Second Amendment illustrate not just academic, "slippery slope" arguments of which many are valid, but real life denial of Second Amendment rights to law abiding citizens.
What is this, 1984? How can you say that the confiscation of weapons from law abiding citizens in New Orleans was not an assault on citizens' Second Amendment rights? What could possibly be more clear or unequivocal?

Your point about recess appointments is well taken. Many Presidents, including both George Bush and Bill Clinton, made controversial recess appointments. In most cases, these were not assaults on the Constitution because they could be and sometimes has been reversed by the Senate when it returned to session.
The single recess appointment of which I am aware which DID constitute an attack on the Constitution was Clinton's irrevocable recess appointment of a Federal Appeals Court judgeship, with its life tenure.
Not sure about the "signing statements." Could you please elaborate?
Waco does constitute an attack on the Second Amendment because firearms were the pretext for the conflagration. The fiasco and its relevance to the Second Amendment is compounded by Janet Reno's consistent public rhetorical assault on gun ownership.
Ray Nagin was not the only Democrat to assault the Second Amendment in New Orleans. Constitutional rights were egregiously compromised by Democrat politicians. Was he punished for it? Were the policemen punished? Were the innocent victims compensated? No, no and no.
Why avoid responsibility and accountability for assaults on the Second Amendment? It does not make your argument stronger.

It was the Koresh member's attendance at gun shows and purchase of semi-automatic firearms which alarmed the local law enforcement community. Don't forget, it was a gun dealer's assertion that one of the Cult's followers inquired about converting a semi-automatic weapon to full-auto which triggered BATF's involvement.
Reno, under Clinton's marching orders, attempted to "set an example" by targeting survivalist families (Ruby Ridge) and organizations (Koresh). What hasn't been asserted in the press was that the targets were selected based upon racial criteria. Specifically, in the wake of Robert Matthews "Order" cataclysm up in WA and Idaho, DOJ was on the hunt for supposed "white supremacist" organizations or icons, so Koresh and Weaver, being white and anti-government, became convenient targets.
