The council, to be chaired by Housing and Urban Development Secretary Ben Carson, will help streamline applications for communities to qualify for the investments, the president said.
“Our goal is to ensure that America’s great new prosperity is broadly shared by all of our citizens,” Mr. Trump said at the White House. “We are drawing investment into neglected and underserved communities of America so that all Americans, regardless of Zip code, have access to the American Dream.”
White House officials said they hope the program will attract as much as $100 billion to those communities.
For too long, Mr. Trump said, economic development has been concentrated in certain large metropolitan areas.
“With the creation of today’s council, the resources of the whole federal government will be leveraged to rebuild low-income and impoverished neighborhoods that have been ignored by Washington in years past,” the president said.
Not sure what this really means, but it sounds like a move in the right direction.
Not expecting much success from this but any gains would be welcome. I'm sure some local governments will find a way to screw this up.

We already have HUBZone set-asides. Those contractors are almost always a company consulted by a bunch of rich white guys from the 'burbs and fronted by some black folks who actually live there. Ask me how I know.

Credit where credit is due, the President and Congress did good with the criminal justice reforms.
And though I'm disappointed it does nothing regarding the oversight of privatized prisons, it's nonetheless a huge step forward for reforming the entire system. But there's still a ways to go.

Corker said there is no guidance from leadership about how to move forward on this. He said senators are already heading home, and stressed this is all “elementary relative to” Trump’s decision yesterday to withdraw troops from Syria.
Here's Corker's full exchange with reporters:
