Under what authority did they bust into the bathroom? Were ther exigent circumstances?

They were there under a document (i.e. administrative) warrant which allows them to inspect employment records and enter non-public areas to the extent necessary to obtain those documents. They didn't need to enter the bathroom to obtain those documents. A workplace is private property. They likely needed a judicial warrant to further search the workplace, including the bathroom.

The National Guard would be the obvious choice, but Congress wrote the statute to say ‘regular forces’ must be used before the NG. Blame Congress for getting it backwards, or at least not being clear as to what they meant.
