There are criteria to make it in, and criteria to separate who should be in. Playing an all DI schedule (SCSU didn't) and an FBS team (NDSU and LU did and beat theirs, whereas SCSU lost to theirs) are specifically in the criteria.

I'd take NDSU, but I'm not really sure what to do with my last pick. I'd probably pick Jacksonville to throw the PFL a bone, though this would unquestionably piss off Dayton.
When all is said and done, the end goal is to crown a champion, and I don't think any of the 8 left over to choose from would logically be considered contenders for that.

SCSU beat NC A&T this week, who were ranked in the 120's in the GPI, LU beat Stony Brook, who was in the 60's. LU was already ahead of the Bulldogs.
Neither team has a better resume than Sac State, Montana, or JMU, but if they stick to 7 wins, LU belongs in over SCSU.
