Actually, come Nov 7 it won't be a problem for JMU to bring more fans than their 1k allotment. Considering UR has in their 1st 8 games before hosting JMU:

With only 7 starters and a new coach to go along with their hot shot QB transfer, assuming UR holds serve against Coastal, @ UMass, and TU, UR will be fortunate to win one of the 5 above and come into the JMU game 4-4. Sure JMU will likely have 2-3 losses, but by Nov 7, a ticket to JMU @ UR might not be some hard to come by.
