They're like the top "scholars" of Islam, even more so than the Grand Muftis and Grand Ayatollahs. Like the other "top" Islamic leaders, they're very regional and more than one can exist at a time, but it takes quite a bit to become an Allamah within a community. Only a few people have every achieved it, the most notable being Mohamad Iqbal...the dude who created the idea of an independent Pakistan.
