The devil is in the details of the plan.
There is a lot of talk about freeing prisoners of non-violent crimes early.
I can see this for drug "users". Let them go if they go through a treatment program.
I can't see it for sellers/distributors.
But then there are the users that are not (yet) imprisoned. This, I assume, is a much larger subset.
So the question is, how is this going to be paid for?
Certainly, if a savings from future treatment and/or incarceration due to rehabilitation can be realized, that would help with the expense. But it requires a lot of "up front" investment in order to financially benefit in the future.
This issue has a lot of moving parts.

Most impressive oratory I've heard from a political candidate not only this year but for many years. Don't know if I've ever heard a better one. Almost makes me want to reconsider the "no way I'd vote for that guy" stance that I adopted after he sucked up to Obama after Hurricane Sandy and on the eve of Presidential election.
I also think that if he did get the nomination he'd wipe the floor with Hillary.

Would the cost of treatment be more than putting these people away for 10-15 years? Make the fine, the cost of the treatment. There is also free treatment out there in the anonymous groups, and some courts send people there. Like a few have said before me, many of the "dealer" convictions are people that are not major dealers, but maybe trying to make a few bucks or get by with free product.
