President Barack Obama approved the $400 million transfer, which he had announced in January as part of the Iran nuclear deal. The money was flown into Iran on wooden pallets stacked with Swiss francs, euros and other currencies as the first installment of a $1.7 billion settlement resolving claims at an international tribunal at The Hague over a failed arms deal under the time of the Shah.

It wasn't ransom. The United States was going to pay regardless. If you want you can argue that we shouldn't have paid them back or maybe that we shouldn't pay the interest. But we were going to pay whether the prisoners were released or not.

I know calling it "ransom" makes for great demagoguery. But it wasn't ransom.

Iran had billions overseas that was locked up and they could not touch due to sanctions. They lost or are losing a pretty big chunk of their overseas holdings due to legal claims and the such.

So, I don't believe the $1.3 billion was wired electronically from a US government account to an Iranian government account as much as unfrozen and linked to an Iranian account.

But, yeah. I don't think you'll find an article on the nuts and bolts of how these kind of transactions are done.
