Actually, it depends on the country. Some countries do not allow renunciation to become a citizen of the US. For example, Vietnamese and Nigerian born nationals remain Vietnamese and Nigerian citizens whether they like it or not, and sometimes they get treated poorly as a result. For example, as a natural born American, I would be hard pressed to get locked up in Nigeria. The Nigerian police don't want the headache. But Nigerian duals get locked up all the time because they know the drill- pay the bribe and youre on your way in a couple hours. Citizenship law is interesting and frustrating at the same time. Consular officers will always tell you that if Americans knew half the shit and fraud people get away with enroute to becoming citizens or their conduct as duals, there'd be torches and pitchforks.
For example- birth tourism. There is a large and growing segment of Nigerian society that is choosing to have children in the US for the citizenship benefits. These kids grow up as Nigerians and never really become "American". Our own immigration laws do not prohibit or even discourage this- the intent to give birth in the US is not disqualifying for a visa... you only need to overcome section 214(b) of the INA to receive a tourist visa. I know families with 3-4 children, all born in the US, living in Nigeria with their two Nigerian parents. China is another country with a lot of birth tourism.
