Not entirely true. We already have a military of sorts. First, the Governor/President of a seceded Cali could declare that he's retaining control of Cali-based National Guard units. I'm basing that, of course, on the Governor's current authority to call up the Guard for whatever purpose he wants (usually combating forest fires and the like). Whether or not he could keep in-state reserve units is a bit more dicey. But there IS also the State Military Reserve and the recently re-activated State Naval Reserve, which up to now has been a mostly unpaid fall-back for reservists who for whatever reason can't re-up with their current units. So CA would still be part of the US, but as residents of occupied territory, CA residents can't vote in the next presidential election.
