California has about the highest tax rate in the country...Governor Moonbeam just signed legislation for another $5 Billion in taxes...and what does that get the Golden State???

Utah looks to be near the bottom for poverty, pretty conservative state financially and a lower overall tax rate. Funny how that works.

Seems like cost of living really skews things.
I know it's accounted for in the numbers, as it should be comparing different states, but is it accounted for on a state level or local level?
California has some exorbitantly expensive places to live - that would throw off the "poverty level" for the rest of the state.
The poverty income in Marin vs. Imperial is like comparing California to Alabama.
The poverty level for California, according to this is ~$30,000. Certainly that is poverty level in some parts of California, but not all.

Last year, Aerojet Rocketdyne moved their HQ from Sac to Los Angeles. That was a foreboding move, as yesterday they announced the reduction or moving of 1,100 jobs to Alabama. A couple of things:
1) I think it's pretty obvious that if you were to look at that image and consider %White population it's obvious that you'd get a negative correlation such that there's a tendency towards lower poverty rates in higher %White population States.
2) For many States there's some mitigation to the poverty rate thing because cost of living is low. For example: Mississippi has a high poverty rate but it also has the lowest cost of living...at least according to the estimates at https://www.missourieconomy.org/indicat ... /index.stm. Poor California has a double whammy. High poverty rate AND high cost of living. Here's a map showing lowest cost of living States in green and highest cost of living States in red:
