Wrong, as usual. Civil Rights ARE a Federal Matter. States have shown that they can not guarantee the civil rights of their citizens, and the Federal Government has had to intervene to ensure that.

Agreed the guy got shot because he didn't comply and ran away......not because he was black. Nobody can prove intent so it's definitely not a civil rights matter in any way.
